Connecting to Wi-Fi without proximity for MacBook tracking

Because I have an idea, In my place there is so many reports of robbery near me. And I don't want anyone to steal. So if my Mac got stolen I can use the free hotspots anywhere in the city so I can track my Mac without any internet. But the thing is, I need to connect to the wifi without going near the router.
