Transferring iTunes library data from Mac to Apple Music for Windows 10

I'm migrating from an older iMac (mid-2011 with High Sierra) to a laptop with Windows 10. This means transferring my iTunes library to Apple Music on Windows.

Is it possible to import the playlists, ratings and play count data along with the song files themselves, and if so how do I do this? rn I have the entire library backed up on an external HD as well as an iPod classic if that helps.

iMac 21.5″, macOS 10.13

Yes, if you open the High Sierra .itl library with iTunes for Windows it should bring in all ratings, play counts, playlists etc. See this download link for an iTunes installer (Apple seem to want to hide it these days):

Once the iTunes library is working correctly (I can help if it cannot locate tracks for some reason) then when Apple Music is installed it should convert the iTunes library. But really, stick with iTunes, Apple Music is a poor product in comparison.

See Move your iTunes library to a new computer - Apple Community. You should be able to move an iTunes library that is in a portable layout (iTunes folder, contains iTunes Media folder, which contains all media) from High Sierra to the most recent version of iTunes. Don't use Apple Music, Apple Devices, or Apple TV. If you must, then at least hold off or uninstall them until you've used iTunes for Windows to access and convert your High Sierra library. Once the library is working then installing Apple Music should convert the iTunes library (if there is no already existing Apple Music library) but Apple Music lacks features for swapping libraries or selectively importing/converting .itl files.
