The legal definition of "foreign adversary controlled application" includes Web sites.

The fines appear to be lower for Internet hosting service providers who violate the law than for mobile application store operators who violate it – but they are still ruinous enough. So depending on where TikTok hosts its service, and how dangerously the hosting service likes to live, even the Web version might or might not remain available.

Travel to a country where ByteDance apps are allowed.

Or express your concerns to your legislative representatives.

Or both.

Right now, few are willing to risk the “ruinous” $5,000 per person fine included in the act.

If you are in the United States, distribution of the TikTok app is banned by a U.S. law. – one that has been upheld by the U.S. Supreme Court.

Unless ByteDance, Ltd. and TikTok meet the divestiture provisions of the law (which they seem uninclined to do), or Congress changes the law, the app will remain banned.

Move to a country where the app vendor is not banned, or convince your legislative representatives to pass a law removing the ban and its “ruinous” penalties for non-compliance.

Or convince ByteDance Ltd. and TikTok to carry out a qualified divestiture that will result in TikTok not being a "foreign adversary controlled application."

Good luck with that, though. So far they have shown no interest in doing it. If they had carried out a qualified divestiture before the ban went into effect, their apps would not have been banned. But they didn't.
