New M4 Mac mini worked just fine upon initial setup. One week later M4 Mac mini would not recognize the Apple Wireless or a USB connected Keyboard.

No, it's no longer an issue.
I believe my question has been answered in that after upgrading to Sequoia 15.3 the problem went away. The problem was apparently "software" related.

Thanks for your reply. I have the latest Mac wireless keyboard. The M4 Mac Mini not only locked out my keyboard, but it wouldn’t even recognize a directly connected USB keyboard.
The terminal mode requires a keyboard to type in commands... 🙁
Great, thanks for updating! Sequoia makes no mention of this issue, so IMO what the upgrade did was to overwrite corrupted code.
Which does make one wonder 🤔…but also shrug it off 🤷♂️…🍻
Don't be so sure it's "gone away". My last occurrence happened upon restarting after updating to 15.3.
