Buying packs on Toca world

So when I go into Toca World and I go into the shopping cart, I press on the pack. I want to buy press by I put in my date of birth and then I put in my email address password when I sign in. It says your transaction has been completed then it gives me a Message that says your transaction has not been complete completed and it will not let me buy the pack how do I buy packs?
