If you have Stolen Device Protection set to Familiar Locations, keep tapping "Try Again" when you are prompted with Face ID until it allows you to enter your passcode and starts the 1 hour security delay.

If you have Stolen Device Protection set to Always, log onto icloud.com/find, select your iPhone from your list of devices and Remove from Account. This will remove Find My and also Stolen Device Protection. Then you can re-enable Find My. If this doesn't work you may have to erase your iPhone......or wait for your beard to grow back!
