ApplePay Tester Sequioa MacOS 15.5 Can't add Sanbox Cards

Greetings

My email and password have been added to the Tester's list at Apple Developer Portal but every time we try to add any of the Sandbox Testing - Apple Pay - Apple Developer credit / debit cards we get prompted with the next screen and can't add any.

Also at our website in lower environment mode, we click on the checkout with apple pay button and it get's us to the Wallet screen and then we click on Add Cards and same error.

• We have made sure we have added a valid Billing Address.
• We have made sure to try in and off enterprise VPN.
• We created this account fresh from GMAIL, then added to the developer portal, accepted invite and Apple ID Account seems to be working as expected.

But still we are blocked to add any Sandbox testing credit or debit cards due to above screen. Please advise how to proceed.
