I was sending someone $15 through apple pay as a new message but it went through as an android. Then I texted again and it was an apple device. So it charged me, and I need to resend the request without spending another $15. Is there anything I can do?

The fee dependent on how it was sent. But transfers done instantly to another person with an Apple ID/Apple Cash account are fee free. Instant transfers to a bank incur a 1.5% service fee.
Sending funds to someone without an Apple ID/Apple Cash ancc are rejected in my experience.
Theres no option to cancel it, I can only resend
