Pleas advise me how I may register a formal complain about the removal of an app from the App Store.

Apple only removes apps from the App Store if they violate their terms of service. As such no option to complain exists.
For any other removal, you would need to complain to the developer of the app as they are solely responsible for their app and its existence in the App Store.

If you are the developer of the removed app, then Apple should contact you to report the violation and ask you to resolve it.
