rob ~ As your iPhone 13 Pro could be 4 years old, it's worth checking for a weak, aging battery which can cause freezing & inaccurate location. So...

Does your iPhone 13 Pro still have its original battery?

And what's the Maximum Capacity % here?...

rob ~ The long process of applying a major iOS upgrade to an iPhone with an aging battery can be the proverbial "straw that broke the camel's back."

83% is above Apple's suggested 80% level for having the battery replaced. However, that % is only an algorithmic estimate — and being the original battery of an old model iPhone, it's likely weak and due for replacement.

...You can wait for suggestions from others here or contact Apple Support about the Maps issues. But if it were me, I would dispel doubts about that old battery by simply having it replaced:

rob ~ It's hard to agree that it's bizarre without knowing more about that iPhone 11's battery, i.e. original or replacement and maximum capacity.

An iOS update to 26.1 will likely arrive soon — so if you suspect the Maps problem is a software bug, you could hold out for that before considering having the battery tested by Apple and possibly replaced.
