Are you an Organizer of a Family plan? If you are using Purchase Sharing in a Family Plan, then members subscriptions will be billed on your payment method. When viewing your Purchase Sharing, you will have the option to view those purchased from the member's account.

If not, it is possible someone else has access to your GCash account and you should contact them to secure your account and dispute the charge.

Without the subscription showing in your Purchase History or belong to a Family Plan, then it is unlikely Apple will be able to help as they will only provide you information about your Apple Account. Reporting fraudulent purchases is always done with the financial institution being billed. Those details are also included in the above GCash link. You can certainly contact Apple if you have any other questions related to your Apple Account.
