Did you check , if "Find My" is enabled in the settings for Apple Account -> iCloud on your Mac?
Location Services may not be available in some regions due to sanctions or other legal requirements.
Or are you using a VPN?
Thank you for responding! I don't use a VPN. I called Apple and they say there are no restrictions
