Apple ID was disabled

My Apple ID was disabled and customer service said I can’t use it again, Then I create another Apple ID I login to my AppStore then I try to update applications and still are saying my Apple ID is disabled and locked

iPhone 7, iOS 15

Correct, as those apps are tied to the original apple id that was used to download it.

You can try deleting the app and then installing it with your new apple id.
