I cannot get the dictation icon back on my Ultra 2 watch when messaging.
If anything else did not work, and to rule out a software issue, erase the watch and pair it again, setting it up as a new device. You will only lose your created Watch faces and may have to activate the cards in your Wallet app again.
Then test the dictation in Messages again.

Phone in Settings/Privacy -> iPhone Messages is not an option in this area for me to select.
I can use the microphone for everything (like Siri), but in Messages it does not work. Even if I am replying to an existing or new text message. There is no microphone image/option in Messages at all
Can you use the Voice Memo app on your watch, to make sure the microphone is working?
