How to enable ECG?

my partner bought an Apple Watch series 4 last year whilst on holiday in Australia. Now he wants to enable the ECG as he’s in the UK. How can he do that ?

He cannot because the ECG app has not been approved by the Australian government yet;
For the ECG app to work on your watch the ECG app has to be approved by;
1. the government of the country in which the watch was bought and
2.the government of the country in which you reside.
