why cant i access app library or pin widgets to different screens on ios 14 for ipad pro10.5 inch

I installed iOS 14 installed on my 10.5 inch iPad Pro from 2017. I am finding that most ios14 features are present, but not all of them. I cannot pin my widgets to my other screens, I cannot edit pages, and I don’t have access to the “App Library” feature.

interestingly enough, these features are not displayed in the ios14 what’s new tips either, yet they are all available on my iPhone X.

Are not all ios14 features available on this version of the iPad for some reason?
