My iTunes and Apple store is disabled but don’t know why ?

I don’t know how to fix my iTunes being disabled but I cannot download any apps or even update the ones I do have need help

iPhone XR, iOS 13

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
