Account disabled in app store and i tunes

how can i fix this? when i looked it up it says it may be something with the payment method and i tried a different card but the error popped up again.

Account disabled I have tried everything and I’m getting a message “Account disabled in ITunes and App Store” every time I try to download an app. I had a credit card as my newest payment and added PayPal back who use to be where I got my payment and nothing is working.
