All cards and Apple Pay vanished from iPhone Wallet after upgrade to iOS 14.1

After upgrading to iOS 14.1 all cards have been deleted from my Wallet, and Apple Pay is set to zero balance. Got a notice from one bank that card had been removed; but no notice from two other card issuers.

I had to sign out of my usual AppleID and sign into a no-longer used AppleID to recover a purchase made yers ago, then sign back in to my regular AppleID, but Wallet was not restored.

How do I recover cards, loyalty cards, passes?
