Voice Over

My VoiceOver is turned off, yet I still have an ongoing, annoying voice narrating/reading everything I am doing on my MacBookPro! When I turn voice over on, I have 2 competing voices! Please help, its driving me nuts😳. The common shortcut tips don't work as my VO is already off!
