If you are not the first owner of the phone it is activation locked to a previous owner’s Apple ID. The only way to resolve it is to contact that previous owner. This is what they should have done before parting with it→What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support, and they can still do it remotely.
