this is not the first time. How to remove my card information from apple or should I just cancel my card or block apple purchases?

If you are regularly being charged for purchases you did not make you should be concerned. Apple would not be charging you if it was not receiving orders through your Apple ID on your card. Do you share your Apple ID with anyone or are you part of a family sharing group? Could the charges be related to subscriptions you haven’t cancelled? There is a process for cancelling subscriptions - just deleting the app will NOT do it.
