Why is my Wi-Fi and Bluetooth turning on automatically?

If you are turning them off in Control Center, they will turn back on. See the following for details: Use Bluetooth and Wi-Fi in Control Center - Apple Support
Turn them off in Settings > Bluetooth and Settings > Wi-Fi and they should not turn back on until you turn them on.
