I have created a staff account in apple business manager and sign into the device using the staff account but I can't install any apps ? is the staff account is for the users who gets ipad
Managed Apple IDs cannot be used to install apps from the App Store. They are primarily used in shared iPads. You will either need to acquire the apps using a personal Apple ID, or deploy the apps using MDM.
