I had bought a 200gb storage plan but when i clicked on the storage it says 15gb but when i click on icloud it says 200gb

That sounds normal. Renting iCloud storage does not add storage space to an iPhone. The phone will always have the storage capacity it had when it was manufactured. Please read through the article above your name on this page.
