Is anyone else getting “Payment failed” on Apple Watch using Apple Pay?

I’m sorry if I am asking a question about a problem solved already. It’s my first question here.

I’m trying to add money to my Suica card (transportation card in Japan) on my Apple Watch. This process used to work without any issue. Then it stopped working!

I tried different credit card and new Suica card with no luck!

i changed my Apple profile location back to US, then again to Japan with no luck!

any idea? Thank you for your help
