Drop down arrow for folders missing

So this has been happening since El Capitan for me. Seems to be random, and not every folder. My View is set to List, and Arranged as None. The only way to get the arrow to show up, is if I close the window the folder is in, and re-open it. Or open the affected folder, and then hit the back arrow. Essentially refreshing the window.

Anyone know why this is happening? Has there ever been a solution? You'd figure, since El Capitan (and I'm on High Sierra now) Apple would have addressed long standing issues. That's the problem I have with Apple these days, they continue to skip fixing issues that's been plaguing users for years. Across mulitiple OS's.

Mac Pro, macOS 10.13

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Any change?
