I'm getting the apple id failed message every time I try to sign in my apple ID and I don't know what is wrong with it?

Verification Failed - this action cannot be completed

I'm getting the apple id failed message every time I try to sign in to my Apple ID and I don't know what is wrong with it. I already, change the email associated with the apple id, change the password and access the apple id webpage from Apple support and finally reinstall the OS, and nothing yet.
