An error occurred while setting up Apple pay

I failed adding cards to Apple Pay. It has been years since I first attempted to do so, but it was never successful. I tried on multiple devices including an iPad and an Apple Watch; neither of them works. It seems to be an issue related to my Apple ID, since I got to add cards on my phone with another account. I’ve used this Apple ID for years, and i can’t just simply switch to another one, so I would like to figure out what the “error” is.

You’re welcome. The next step is to remove cards from all your devices and log out of all devices from your Apple ID, one device at a time.

Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support (IN)

While you’re logged out, update all devices to latest OS. Then perform a forced restart.

Force restart iPhone - Apple Support

After restarted, please log back into your Account and start adding cards.

iPhone 7 and older can only have 8 cards in Wallet app. Newer iPhones can have 16 cards. Cards are limited to a total of 10 devices.

Not enough information, but credit/debit cards can only be associated with one Apple ID. Are all your devices on 1 Apple ID/iCloud account? Did you enter some cards on an old Apple ID and never removed them? Just grasping at straws here with the limited information in your post.

My cards aren't associated with any Apple IDs; all my devices are on the same Apple ID as well.

My problem is, I can't get to the step where I can enter my card number & do verification. It said "An error occurred while setting up Apple pay" when I clicked "add cards." As I previously said, it seems to be a problem related to my Apple ID, tho I don't know what's wrong. I tried switching regions and logging out&in to solve it; they didn't work for me.
