Wondering if you have a computer, ipad, or other device listed in your Apple ID account,

if so, you could likely receive a verification code on that trusted device, and add your new iPhone to your account.

Else:

If your old iPhone was your only device trusted by Apple, and you have no way of getting a verification code:

(Eg: Scroll to: "If you have a new Apple device")

ie: see if you can regain access to your Apple ID account through one of the suggested methods:
