Why won't my Apple ID settings update?

Why won't my Apple ID settings update? I have a permanent alert in my settings that states, "some account services will not be available until you sign in again". I've signed in several times. I've changed my password. I've even changed my Apple ID and password again. Many apps that use iCloud won't sync or be allowed to turn on until this issue is resolved.
