Alexa/Echo As Second Matter Device Admin

I am able to successfully onboard Matter switches from two manufacturers, and a Matter wall outlets from one manufacturer. By matter standards, the Apple TV running tvOS v17.1 is the primary or first Admin. I want to add A Gen5 Echo Dot as the second matter Admin. To set up the second admin:

  1. Launch the Alexa App
  2. Select Add (+)>>Device>>Other>>Matter
  3. Does device have a matter logo [yes]
  4. //at this point, I believe you need to type, not scan, the numeric code as the code on the sticker would have been used to add to My Home/Apple TV
  5. Go to the My Home App
  6. Select the device>Settings>>Turn on Pairing Mode>[Copy Code]
  7. Return to the Alexa App
  8. Place the device in pairing mode per MFR instructions (7 second press of on button)
  9. Enter the numeric code from My Home app in the Alexa app
  10. Alexa looks for the device but does not find it, despite getting a new Pairing code from the My home app.

Is there a step I'm missing? I have no issue starting off with a Samsung Smart Things Hub, then adding the same device to Alexa as the second Admin.
