Lost my iPhone 15 plus and find my is not on anymore

What happen if I lost my iPhone 15 plus and file a claim with Apple, but while waiting, I switch my number to a different iphone. Now AIG can not see my iphone in the find me

Find my iPad turned off and lost I need to find my iPad and find my is turned off. Can I use my Apple ID to find it. I have an iPhone 7 that has same Apple ID
