I’m unable to add new payment information
I’ve tried several times to add a new payment method, and Apple Music blocks me. (I don’t want Apple Music)or I’m sent to this site. Thank you!

Add a payment method to your Apple ID - Apple Support
Debit cards and credit cards should probably be issued in the same country as what your Apple ID is set to.
Adding gift cards as account balance should be issued in the same country as what your Apple ID is set to.
Please add the new payment method before removing the former, as subscriptions need a valid payment method at all times.
Else: If your payment method is declined in the App Store or iTunes Store - Apple Support
