How can I stop my iPhone Camera from rotating photos?

Oh, I forgot to mention that, if you don't already, you should turn on Grid and Level in Settings>Camera-- it makes it more reliable to hold the camera level.

And, to avoid pointing down, you may need to hold the camera lower. The best perspective is achieved when the phone is exactly vertical, perpendicular to the ground.

The only time I've had Photos rotate a camera shot in a direction I didn't intend was when I was taking a picture in an ambiguous way, like pointing down, for instance. In any case, when that has happened I'f just gone to the Edit mode, chosen Crop, and rotated the picture back to the direction I wanted.

And, we take the time to hold the camera level.

You are holding it wrong. ...just kidding. As Richard ninja'd I often have to rotate "pointed down" images unless I have taken care to 1st point the device to the imagined horizon and even that might not be fool-proof. All images are landscape by default but the poor little chip inside the device sometimes gets confused or is too slow to notice which side is up or down and incorrectly tags the position so we humans have to intervene.
