If you use that adapter to connect a M4 MacBook Air to a Thunderbolt Display, the M4 MacBook Air will not get any charging or operating power from the display.
You will need to run the MacBook Air using power from another source, such as your USB-C Power Adapter and USB-C to MagSafe 3 charging cable. (Or your battery, if it is charged up enough.)
And of course, the Thunderbolt Display will require power from the wall.
