why is apple trying to charge me $17.15 for something that i have no clue about and i can not download any apps even if they are free because is says i need my card information, but i’m broke and only have $4.00 in my account so why can’t i download free apps or apps in my cloud

Why is my App Store and iTunes Store over charging me!? Why is it when I try and buy an app to download the App Store is over charging me? Because I’m trying to buy buy an app that is $2.99, but my credit card account is notifying me that I don’t have enough to buy it. So when I went to check to see why, and how much it’s trying to charge me it’s saying it was trying to charge me $18.20. This has happened before too but it was for my work app but that app was supposed to be free. So I’m just confused with why it’s over charging me for something that is only $2.99. Also I did try to see if it would do the same in the iTunes Store and it does the exact same thing. So if someone could explain why this is happening I would really appreciate it.

Why am I being charged to download free apps? I just opened this phone again, I signed into my Apple ID on this phone and it’s asking for a payment method. I put my card in and it’s trying to charge me 6 dollars. I understand that it’s peacock that it’s trying to charge me for but I’ve already paid my peacock. It’s frustrating that I’ve broken my other phone and when I sign back into this one, I can’t download my apps due to this. Why would I pay for peacock 2 times? [Re-Titled by Moderator]
