Downgrade your iCloud storage - Apple Support

Note that when you buy a phone with more storage, you most likely will add more and more content to the phone and have more and more data to backup up. If you use iCloud Photos or sync contact with iCloud, use iCloud Drive with files and documents, your iCloud storage will grow and grow. Before you know it, you will could run out of the free 5GB of storage that you get with iCloud. Actually, if you haven’t checked, you might already be exceeding the 5GB of storage and you just don’t know it.

iCloud Storage has nothing to do with the device storage. So just because you bought a device with more space, doesn’t mean that you will need less space in iCloud. You may actually need more iCloud storage now than you did before.
