Ipad (A1474) Bluetooth Spinning wheel? Unable to "slide" on my Bluetooth Button

I can not turn on my Bluetooth. All I see is a spinning wheel. I have tried to RESET everything (system, network, delete all settings, factory reset device, volume Up + power button, etc....). Nothing is working. Could this be a hardware problem? When in the control center, I do see the Bluetooth button, but still unable to toggle it ON or OFF. Please help... Thanks
