How can I reactivate this iPad?

How can I reactivate this Ipad DN***FJ1. I always get the the msg that the activation server is unavailable and that I shouls connect to I tunes... but I tunes is now longer vavilable.

iTunes is available for Windows 10 and 11. If you have a Mac, the syncing functionality was moved from iTunes to finder when iTunes was split into separate music and podcasts apps.
