Turn in IC locked devices

Is there a means of turning in IC locked or lost devices? Thank you.

To the local lost and found or local property management, or to local police if and as available.

Not to Apple. And Apple will not identify the Apple ID holding Activation Lock.

Cannot change password because Stolen Device Protection is turned on. The list shows me 10 devices. How can I know which of them has the stolen mode enable? Some of the devices are old and I don't have access to it

How can I reset an Apple device such an iPad? Buddy runs a scrap yard, I come across phones,laptops,iPads all the time but they are often password protected. Is there a way to factory reset the device(I don’t want to retrieve any data, and am even wary of having access to sketchy data) [Re-Titled by Moderator]
