iPhone Uninstalled apps

What data is contained in the "Uninstalled Apps" section in Settings> Cellular Data and how do I view them?

iPhone 12 mini, iOS 17

There isn't any data for those apps and there is nothing that you can view.

The information shown there is the amount of cellular data that was used by deleted apps between the time you last went to Settings > Cellular and tapped "Reset Statistics" and the time that you deleted the apps.

If you tap "Reset Statistics" at the bottom of the Settings > Cellular screen it will remove that item from the list (until the next time you delete an app that has used some cellular data).
