I get the notification on my phone to confirm the purchase; but as soon as I tap on it, the purchase fails. It has never worked for me.

Try signing out and back in to your Apple ID on both devices, and have Bluetooth & Wi-fi turned on. This worked for me.
Just tried on my iPad with the same result. I get a notification to confirm with the Touch ID icon, but it fails on the TV as son as I tap on the notification. No card to use Touch ID (or to click the side button on the phone). It just fails with no indication of what is wrong. 😡
I’m not sure how that’s different than what I did last time. If I’m signing in with my password every time, then what is this feature for?
What exactly does “wi-fi turned on”mean? I have an Ethernet connection to my wi-if router from my Apple TV. There’s no option to turn wi-if on or off that I can find. I did try disconnecting the cable, but that didn’t change the behavior.
